Here is my theory:
The numbers on the building that you have shown, have different colors. So since the cities have numbers too, you could take the color found on the building and asign it to the city. (Example: Moskow, No. 4 – > yellow building on the mulitplayer map), Knowing which city has which color, you can then take the slides with the letters and the different color circles and lay them over the clocks found on the mulitplayer map. This could help figure decode the text. Can anyoone try this?
