Carrington Event was a CME. Particles don't get even close to the surface of the earth. The dominate effect is pushing earths magnetic field around. Via induction you can get strong DC currents in the power grid. But you need conducting loops on the order of 100 and 1000 of km. I has no effect on smaller things. Charge particles will only effect satellites.
