Heron of Alexandria would have thought about using it as a power source, then talked it over with some friends and they'd have all realized "It's a bit useless though, isn't it? We have slaves for that anyway".

You need to either stop having slave labor or (related) have such a low population that the cost of labor is so high that mechanical work is cost effective vs human work

Terraforming, as such, would be a horrible waste of resources. closed habitats are a better solution both short- and long-term. Mostly because it wouldn't stay terraformed.
